Exactly. He wouldn’t know the first thing that has to be done for anything to be achieved , his whole life is and will continue to be ordered and arranged by people he doesn’t even know. I doubt he even opens a bottle of wine.
The real issue is the people of the UK are comfortable, they get by and are happy with their lot in the main. Any censorship is taken on the chin, complained about on social media and forgotten.
He is most certainly a decent manager, but his main concern will be the way his players respond to him. Many of these younger managers do a lot of affective training, some players won’t like it. Thats the balance he needs to find, which other managers struggle with.
